The commission granted regional approval to the Town of Georgia’s municipal plan (adopted January 6, 2025) and confirmed the town’s ongoing planning process. The plan review committee had held a public hearing on January 29, 2025, and reported that the plan met the planning goals cited in the committee’s motion and the statutory elements referenced (motion text cites Title 24 VSA sections 4302 and 4382 in the committee’s findings). The board voted to accept the plan and to confirm the town’s planning process.
The commission elected Barclay Morris to fill a vacancy in the secretary role. Morris was nominated and the board approved the nomination by voice vote.
On a project-review item, the board approved the project review committee’s determination that the Reservoir Road Solar Section 248 application has significant regional impact and requires board action. The motion to approve the committee’s activity passed by voice vote.
The board adopted several internal governance changes: the proposed bylaw amendments (combining municipal plan review duties into the regional plan committee and other housekeeping changes) were approved unanimously; the personnel policy amendments (adjustments to combined paid time off accruals, internal posting authority, clarifications on paid leave eligibility, and an increase in meal reimbursement to $15 for breakfast, $20 for lunch and $25 for dinner) were approved unanimously; the TAC rules of procedure changes (to align TAC with NRPC public participation and conflict-of-interest policies and other updates) were approved unanimously. The code of conduct was presented for comment and will be revisited if written comments are received.
The board also heard project-review summaries for several proposals (Dunmore LLC 5 MW solar project, Malone/75 Swanton Road commercial project pending traffic study, T‑Mobile site actions resolved) and committee reports (Brownfields endorsed assessment funding for the South Hero Meeting House; Healthy Roots reported on farm-to-school activity in Grand Isle and Franklin counties).
