County staff reported that the audit for the year ended June 30, 2024, was received in time for disclosure requirements and that the state auditor issued an unmodified opinion. Staff said there were no financial-statement findings or questioned costs and that the county complied with applicable accounting and budget laws; the full audit will be posted on the county website.
The court also received Executive Order O3-2025, a declaration of a local state of emergency effective Feb. 21, 2025, related to a flood event; the presentation noted that such declarations activate the local emergency operations plan and can open avenues for cost recovery related to cleanup. No vote was required on the executive order presentation.
On routine approvals, the court approved minutes of Feb. 20, 2025, and all claims for departments. The court authorized a one-year renewal of advisory services with HUB International (formerly Peel and Holland) at an annual fee of $12,000 for employee-benefits advisory services, including open-enrollment support and ACA reporting assistance.
The court approved renewal of multiple annual service-contract bids for fiscal year 2025–26 and awarded specific bids and quotes, including:
- Award to Dennis F. Wheatley Services for hay-harvesting operations at the West Daviess County landfill, yielding a 25% harvest return to the county; the county explained the change reflects reduced need to divert sludge as landfill operations shift.
- Award to Scitech Mid-South for a Trimble R7 500 base station at $23,536 to improve GPS signal coverage for landfill operations.
- Award to Sternberg Ford for one new single-axle dump truck at $69,967 (best-evaluated, not the lowest bid, due to specification exceptions and vendor evaluation).
- Award to Westerfield Electric for a fans-and-lighting project at $10,269.50 to improve kennel lighting and air circulation.
The court also approved RFQ/bid renewals for concrete crushing, fire-rescue uniforms, bulk delivered fuels, tire repair/maintenance, and recycling services, and recommended renewing these contracts based on departmental reviews.
Appointments approved by voice vote included new members for OASIS, the airport board, the Property Maintenance Code Board of Appeals, the RiverPark Center board, and a short-term appointment to the RWRA board to complete an unexpired term.
During public comment, a resident urged support for solar projects; another speaker representing a solar company said the company will cooperate with the county as it studies permitting changes. Several commissioners offered miscellaneous county updates and community reminders, including a paper-shredding event and outreach items.
All routine approvals in the minutes were recorded as passed by voice vote; the audit presentation and executive-order declaration required no court action.
