ACRPC reviews proposed bylaw revisions; vote set for March requiring two-thirds majority

The Addison County Regional Planning Commission discussed proposed bylaw revisions intended to align the bylaws with current practice and recent statutory language. The executive board's bylaws revision committee—chaired by Joe Andriano with members including Ross Conrad and staff—presented the changes and highlighted the items that prompted review.
Adam and committee members said the edits chiefly clean up internal inconsistencies (notably a conflict over whether the chair or the executive board appoints committee membership), incorporate statutory language about regional plan duties and define the commission's territorial scope. "When we were doing committee assignments in September, Joe, our chair, Joe Andriano noticed that our bylaws had a place where it conflicted," Adam said, explaining the impetus for the review.
Several commissioners raised placement and wording questions. Jean asked about insurance language that appears under the duties of the chair and whether it belongs in bylaws or in financial policy; Adam said he would propose a remedy for the March meeting. Cheryl recommended adding an explicit reference that the commission follows Vermont open meeting law so future statute changes need not be mirrored line-by-line in the bylaws.
The revised draft will be shared on screen and members were asked to attend the March meeting to permit a two-thirds vote required to amend the bylaws.
