School board holds multi-hour workshop with Neola consultants to review districtwide policy rewrite

The school board met in a workshop to review a wholesale rewrite of district policies with consultants from Neola.

The superintendent told the board the policy review has been a 14-month effort and described it as a "herculean lift," saying the district's goal is to finish the policy work in time to align the changes with the budgeting process for the next school year. Tom Young, a Neola consultant, and colleague Vinnie McNichols joined staff in explaining how the vendor's process works and what the board can expect going forward.

The work plan described at the meeting organized the project into three phases: (1) policy adoption, (2) procedure manuals that support those policies, and (3) administrative forms that implement the procedures. The superintendent said the district expects to complete the policy phase by early April so the policies will be in place as budget decisions are made.

Tom Young told the board that, in his experience, issues raised in first-reading workshops are typically resolved before a board votes. "I do not recall a situation where when they came before the board for the first reading, all of the issues had not been resolved with the board," he said, explaining that staff and consultants work with individual board members on questions before a first reading.

Board members were reminded they will have further opportunities to review and amend draft language between the workshop and any formal votes. Several members said one-on-one reviews with staff and attorneys had already taken place, and consultants said those meetings speed the process by resolving many questions before the package is considered by the full board. Neola staff emphasized they will produce red-line versions and updates as state or federal law changes.

The superintendent thanked district staff by name for coordinating the effort and described the review as "self study and reflection" intended to make operations clearer and more consistent across the district. He also asked the board to consider whether any remaining issues warranted holding the scheduled February workshop; staff said they hoped to finish in a single day but were prepared to return in February if necessary.

The board paused the workshop for a short lunch break and planned to resume with remaining sections of the policy manual. The consultants and staff recommended members bring any remaining questions to staff ahead of formal votes so changes could be incorporated in draft language rather than raised for the first time during a vote.
