General Fund update: projected $442 million ending balance; two revenue bills enacted

Keith Bybee, Division Manager of Budget Policy Analysis with the Legislative Services Office, gave JFAC a General Fund overview on March 7, reporting a current projected ending balance of $442,000,000 for the fiscal year while noting significant activity remains.
Bybee said the committee earlier set a 2026 revenue number of $6,400,000,000 and that available revenues for the year were $6,480,000,000. He noted that House Bill 40 was signed into law the day before the meeting and that House Bill 93 had also become law; other bills affecting revenues and appropriations remained in process. Bybee also said appropriations across agencies were approximately 3% above original FY2025 appropriations, driven largely by health-insurance costs and CEC.
He warned the committee that many moving parts remained for 2025 and into 2026 and that the legislature would continue to track bills affecting appropriations. Committee members had no questions after the overview and thanked Bybee for the update.
