Commission approves consent agenda and three resolutions; prosecutor invoices, sole-source contract and consent items pass

At its Feb. 13 meeting, the Clay County Commission approved the consent agenda and three regular-agenda resolutions that cleared invoice payments and administrative items, the chair announced during roll calls and motions taken on those items.
On the consent agenda the commission approved minutes (Jan. 30 and Feb. 6), Resolution 2025-46 approving invoice payments for Clay County for Feb. 1–7 (205 invoices totaling $372,859.04), Resolution 2025-49 approving the Clay County Collector’s report and recommendation of tax-sale surplus certain parcels, and Resolution 2025-50 approving identified 2025 sole-source vendors. Commissioner Johnson moved to approve the consent agenda; the roll call showed Commissioners Johnson, Carpenter, Whittington, Lawson, Wagner and Thompson voting yes and the chair announced the motion passed 6–0.
On the regular agenda, Resolution 2025-47 approved invoice payments for the Clay County prosecutor’s office for Feb. 1–7 (seven invoices totaling $7,266.65). Commissioner Johnson moved approval; the roll call recorded five votes in favor and one recusal (Commissioner Thompson recused), and the chair announced "motion passes 5 in favor 1 recusal."
Resolution 2025-48 authorized a sole-source procurement (No. 12-25) and a contract with Trap Incorporated for an assessment software system after a brief presentation by Assessor Tracy Baldwin. Commissioner Johnson moved approval; the roll call recorded unanimous support and the chair announced the motion passed 6–0.
No motions on the regular agenda failed or were tabled at that meeting. Staff will proceed with implementing the contracts and payments approved by these resolutions and with drafting any required service agreements for sole-source providers.
