Hubbard County approves highway agreements, vehicle purchase and right-of-way buys

The board approved updates to the Nevis joint cooperative fuel facility agreement, changing the historical one-third/two-thirds split to a roughly 50/50 baseline and adding an annual review and a right-to-dissolve clause. Corey, speaking for county highway staff, told the board the Nevis School attorney had reviewed the document and signed it prior to this meeting.
The board also authorized the survey department to replace a 2015 Silverado with a 2025 Ford F-150, funded from the remonumentation fund. The low bid was $48,435 from Park Rapids Ford. County staff said the department will try to reuse existing bed boxes and otherwise will list the replaced vehicle at the summer auction if another county department does not adopt it.
Commissioners extended a multi-year bid for the county's calcium chloride program (CP292503) with EnviroTech Services LLC. Staff presented unit prices ($1.43 per gallon for chloride and $1.62 per gallon for Durablend for 2025) and an estimated combined township-plus-county mileage cost of about $964,530.64, explaining county mileage had been reduced to keep the total under $1 million.
The board approved two sets of right-of-way purchases for Park Rapids projects. For project SAP 02960101007 (Casa 1) the county will buy a 0.01-acre parcel for a drainage outlet west of Trunk Highway 34. For roundabout projects (Casaw 7 and Casaw 40) the county authorized purchases from eight parcels totaling 2.55 permanent acres and 0.096 acres of temporary easement.
Why it matters: The purchases and contract extensions authorize routine highway maintenance and capital work previously budgeted and are needed to advance road construction and safety projects in and near Park Rapids.
