Pipestone County commissioners voted Feb. 18 to schedule a public hearing on a county cannabis business ordinance for March 11, 2025, at 9:30 a.m.
County staff told the board state regulators are still developing rules and guidance, including social-equity provisions, and that full licensing timelines at the state level remain uncertain. "They're still working their way through it," a staff member said, adding that county license issuance will follow state direction.
Staff reported it had requested delegation resolutions from the county's cities and townships; as of the hearing staff had received responses from most municipalities but not from Osborne Township and noted that the cities of Hatfield and "Trotsky" (as read in the meeting) had not returned a delegation form. Staff also said the cities of Woodstock and Pipestone have adopted their own ordinances and did not return delegation letters because they plan to retain local authority.
The board approved scheduling the hearing by voice vote. Staff said it will provide a clean copy of the county ordinance and a marked copy showing changes for the board's review before the hearing.
