Nicollet County approves MnDOT detour agreement for Trunk Highway 22 work, estimates 100-day closure and small reimbursement

The Nicollet County Board of Commissioners on Feb. 2025 approved Minnesota Department of Transportation (MnDOT) Detour Agreement No. 1058282 to accommodate planned 2025 improvements on Trunk Highway 22.
Seth Greenwood, Nicollet County director of public works, told the board MnDOT plans grading, bituminous milling and resurfacing on a portion of Trunk Highway 22—from the Arcon Road area west to Trunk Highway 111—together with riprap and intersection lighting work. MnDOT intends to close the affected portion of Highway 22 during construction and detour traffic onto County Road 15 for the season. “They're estimating that the duration of the project is gonna be about a hundred days,” Greenwood said at the meeting.
MnDOT’s proposed reimbursement to Nicollet County for use of County Road 15 is “a little less than $4,700,” Greenwood said; the actual payment will be prorated by the actual number of detour days. Greenwood also told commissioners the state’s detour-reimbursement formula is older and county engineers’ organizations believe the method understates true pavement life consumption, but that the formula is the current adopted MnDOT policy.
Board action: The board approved a resolution authorizing the board chair and the county administrator to sign the detour agreement and any future amendments. The resolution passed on a roll-call vote recorded during the meeting; commissioners present voted in favor.
Why it matters: The agreement allows MnDOT to manage a temporary closure of Highway 22 while using a county roadway for detours and provides a small payment to the county intended to offset pavement life consumed during the detour. Greenwood said the county hopes the payment will be sufficient but noted conversation at the state level about updating the detour-compensation formula.
Next steps: County staff will execute the agreement and coordinate interim maintenance and monitoring of County Road 15 during the detour season; the county will receive reimbursement based on the actual detour duration and monitor any pavement impacts.
