County accepts multiple public‑works projects, approves MnDOT detour agreement

KANDIYOHl COUNTY, Minn. — Public Works staff reported project completions and the county board approved final payments and a detour agreement with the Minnesota Department of Transportation (MnDOT) during the Feb. 4 meeting.
Corey Smith, director of the Glacial Lakes Sanitary Sewer and Water District, asked the board to accept and make final payment on the New London water tower restoration. Smith said the low bid by Slack Paynet LLC of Brandon, Minn., was $436,650; the project was completed at $414,784, $21,866 under the original contract. The work included interior sandblasting and reconditioning, exterior work, containment, updated safety equipment and installation of a mixer; the tower was offline from June 14 to July 26 while high‑service pumps supplied water.
Public Works Director Mel Odens asked the board to accept the final retainage payment on the county’s maintenance striping contract (about 150–160 miles per year); staff recommended final payment of $6,736.39 to Camco Inc. Odens also asked the board to accept final payment and closeout for the North Shore Green Lake walking‑trail overlay and ADA improvements (just over four miles), recommending final payment of $20,931.15 to Dunnic Inc. Odens said the trail project required additional pavement work in limited locations where milling had reached the gravel base.
Odens also presented a detour agreement with MnDOT covering roughly 10 miles of county roads to carry traffic during MnDOT paving and guardrail work. The county will enter an agreement with MnDOT for maintenance and wear on the detour route and staff recommended adopting the resolution authorizing the county to sign the detour agreement.
Each item was moved, seconded and approved by voice vote.
Why it matters: The actions finalize contract work paid from county or special district funds and authorize the county’s participation in state construction detours. Officials noted the projects improve safety and ADA access and that the New London tower work was completed under contract price.
What’s next: Public Works said it will proceed with final payments and with the MnDOT detour coordination during the spring/summer construction season.
