School board reviews expanded device lease program, plans ClearTouch rollout and support changes

Okaloosa County School Board members discussed an expanded “seat management” contract that formalizes leasing of classroom technology and moves large-scale device support to a vendor.
The presentation, given by Mr. John Spolsky during the March workshop, explained the district will lease hardware rather than purchase it outright. “We don't purchase the hardware. We lease it, and then after it goes through a period of time, we refresh it,” Spolsky said. He said the contract includes desktop and mobile device seats, support for ClearTouch panels and Office 365, and vendor-provided technicians at larger schools.

Board members and staff said the move is intended to provide faster repairs and standardized support across schools. Spolsky said the district expects rapid growth in managed devices — “we're looking at 1,700 devices, 30,000 devices over the next few years” — and that Apple has coordinated support through the vendor. He said the vendor will maintain an on-call help line for staff and may station technicians at larger schools to handle network and hardware issues quickly.
Board discussion covered staffing and asset transfer. Spolsky said some former Okaloosa employees who previously managed mobile learning will either be employed by the district or absorbed by the vendor depending on negotiations: “...now that they'll be taking care of those devices, we wanted to make sure that that they were going to either be employed with us because their skill sets are very high and technical or that they would be picked up.”
The board asked about ClearTouch panels (interactive classroom displays). Mr. Vince Meyer said that in the furniture, fixtures and equipment (FF&E) budgets for new schools such as Pine View, Destin Elementary and Baker classes, ClearTouch panels are included for each classroom. Meyer said such panels purchased by the board would remain board property but be supported under the vendor’s managed services.
Board members were told that schools that previously purchased ClearTouch panels would remain the district's assets but receive vendor support once a support agreement is in place. Spolsky and procurement staff said they are creating a detailed inventory of iPads, laptops and ClearTouch units so the vendor can assume support responsibilities accurately.
The presentation also noted a phased approach: some ClearTouch purchases will continue in the near term, but new deployments will increasingly fall under seat management. Spolsky urged continued coordination between curriculum, purchasing, finance and IT to fund both hardware and the managed-support costs that accompany leased devices.
