JFAC approves $2.47 million increase for Community Corrections, annualizing Pocatello reentry staff

The Joint Finance-Appropriations Committee approved several FY2026 enhancement items for the Department of Correction’s Community Corrections Division, including annualizing personnel at the Pocatello Community Reentry Center and funding general inflation and replacement items.
Noah Peterson of the Legislative Services Office told the committee the request included annualization of personnel costs for positions first funded for six months in FY2025. “These are the personnel costs for 7 FTE that were appropriated for fiscal year 2025. And those positions were only appropriated 6 months' worth of salary and benefits. And so, this enhancement item ... is the other 6 months of salary and benefits for those 17 positions,” Peterson said during the briefing.
Representative Manmore moved the committee maintenance motion, which combined enhancement 7 for the Pocatello annualization ($680,700), $212,300 for general inflation and $1,574,000 for replacement items into a single request. The motion described a total increase of $2,467,000, composed of $116,200 from the general fund and $2,350,800 from dedicated funds.
Committee roll call recorded the motion as having passed with a combined total of 16 ayes, 3 nays and 1 absent/excused. The chair announced that, for the Senate, there were 7 ayes, 2 nays and 1 absent/excused; for the House 9 ayes and 1 nay. The committee forwarded the package with a do-pass recommendation.
Peterson and members emphasized the technical nature of the annualization: the positions are already authorized and partially funded; this enhancement completes year‑one funding for those personnel. The committee then moved to other agenda items.
