Flagler schools to sign affiliation agreement with Saint Petersburg College for student teaching

Flagler County Schools staff presented a proposed student teaching affiliation agreement with Saint Petersburg College (SPC) that would allow SPC students to complete internships, practicums and classroom observations in district schools as part of teacher preparation.
The arrangement would let the district's certification specialist place SPC students at appropriate schools and require SPC to provide supervisors for each student. SPC would provide cooperating teachers with packets describing policies, expectations and responsibilities for practicum and internship supervision. "SPC will provide a supervisor for each student, in which they will also, provide, support or feedback," a district presenter said.
The agreement also calls for a background check: the district will require students placed in Flagler County Schools to submit to and pass a fingerprint‑based background check as required by Florida statute; the draft says each SPC student would pay that cost themselves. Board member questions about the contract raised no substantive legal objections; one board member said similar agreements are "standard" across the state.
Staff said the classroom placements would be learning opportunities: students would observe instruction and learn how the district delivers curriculum while cooperating teachers continue to provide classroom instruction. District staff named Kristen Frank and a colleague, identified as special‑area specialists, as resources who review and support the program in K–5 and 6–12 settings.
No vote was taken at the workshop; staff presented the draft affiliation agreement for board review and said they would proceed with finalization steps as appropriate.
