Clayton annexes two Powhatan Road parcels for utilities and future development

The Clayton Town Council on Feb. 20 adopted two ordinances to annex two noncontiguous properties along Powhatan Road into the town corporate limits. Planning staff described the properties as formerly in the town's extraterritorial jurisdiction (ETJ) and recommended annexation ahead of anticipated utility connections and development.
Connor D'Almeida, planning director for the town, described the first property at 3967 Powhatan Road as approximately 0.46 acres and the second at 3945 Powhatan Road as about 1.57 acres. Both properties are currently zoned light industrial and are adjacent to U.S. Highway 70. Staff said annexation would allow the town to require utility connections for future projects and capture municipal tax revenue from future development.
A local resident, John Scarpa of Neuse Ridge Drive, asked why the town should annex noncontiguous parcels; staff replied that the properties will be annexed when utilities are required for development and that annexation supports increased tax base and business opportunities. After public hearings with no other speakers, council adopted ordinance 2025‑02‑01 for 3967 Powhatan Road and ordinance 2025‑02‑02 for 3945 Powhatan Road by motion and voice vote.
Both approvals were presented as consistent with the town's future land‑use map, which designates the area as employment center. Council recorded staff recommendations and closed the public hearings before moving to adoption votes.
