The Clayton Town Council on Tuesday approved an ordinance rezoning a parcel for an art center proposed by Novo Nordisk and separately approved a Research and Training Zone (RTZ) annexation application for the same parcel during the council's regular meeting.
The rezoning was approved with a statement of consistency and reasonableness and with the conditions of approval included in the application signed on 01/03/2025; Councilmember Miss Archer moved the ordinance and a second was recorded. The RTZ annexation application was also moved and seconded and the motions carried.
Attorney Leland Wilford, speaking for the applicant, said the company supports a multi‑use pathway along the Gordon Road side of the property but opposes a pathway along GLP 1 Way. "We would support the installation of the multi use pathway along the Gordon Road side of the property," Wilford said. He said the applicant opposed a pathway along GLP 1 Way because that road is "heavily traversed by delivery truck traffic," "only leads to a bridge over train tracks," and "directly feeds onto Novo Nordisk's secure personal property." He asked the council to consider public‑safety risks for pedestrians.
Miss Archer framed her motion by citing the town's growth plan and land‑use policies, saying the request is consistent with the town's comprehensive growth plan and with Future Land Use map designations for employment centers. In her remarks she referenced Goal LU‑1 and Policies LU‑1.3 and LU‑1.4 as supporting the rezoning.
