City staff described the five requests as (1) eliminating the requirement to extend a stubbed street (Trinity Settlement Lane) and (2–5) four requests to remove or relocate 15-foot pedestrian pass-through easements required where blocks exceed 1,000 feet. Staff recommended denial, saying the waivers would undermine the city's connectivity goals and the Unified Development Code (UDC) intent.
