Council OKs $1.6M agreement with PEC to underground utilities for Cullars Crossing roundabout

The Kyle City Council on March 4 approved a resolution authorizing an agreement with Pedernales Electric Cooperative, Inc., for $1,600,000 to underground overhead utilities between FM 2770 and FM 1626 in coordination with Cullars Crossing roundabout improvements.
Councilor Zuniga asked whether lighting removed with pole removal would be replaced to maintain safety. Lu Zhang, assistant director of CIP and planning, said illumination is part of the project improvements and that replacement lighting will be provided as needed. "Illumination is considered as part of the project improvement," Zhang said, and staff will replace lighting where necessary, noting that some existing textile (street) lights may provide sufficient coverage.
Council and staff also discussed design considerations for roundabout lighting and dark-sky considerations; staff said the project aims for downward-directed, context-appropriate lighting and that the agreement follows a template the city will use for similar undergrounding partnerships. The motion carried 7‑0.
