Kyle approves $45,000 agreement with Housing Works for housing needs assessment
Summary
Council approved a $45,000 agreement (with $20,000 in philanthropic match) with Housing Works Austin to produce a housing assessment and strategy to diversify housing types and analyze affordability at multiple income levels.
The Kyle City Council on March 4 approved a resolution authorizing an agreement with Housing Works Austin to conduct a housing assessment and strategy study. The contract total is $65,000; the city will pay $45,000 and Housing Works has secured $20,000 in philanthropic funding from the Asset Funders Network to support the work.
Staff described the study’s scope: an inventory of housing stock and affordability, income-level needs analysis, interviews with policymakers and stakeholders (up to 30), three open community meetings, two focus groups, tabling at community events, and a survey. Deliverables include a data-driven report with recommendations and presentations to council and staff. "This planned housing assessment will build off previous data that was collected by Housing Works and analyze current housing needs and inventory to better fulfill and develop a housing strategy," staff said.
Council discussion focused on comparables, geographic scope and how the study will be used. Council asked Housing Works to include comparisons to similarly growing Texas cities, to consider whether ETJ (extra‑territorial jurisdiction) data should be included, and to provide trend data on median income and housing tenure. Staff said the study will address a broad housing spectrum — market-rate and income‑restricted housing — and provide strategies the city can use to guide future development and conversations with developers. The motion to approve passed 7‑0.
