Council awards RFQ to Goodman Corp. to develop city transportation master plan

The Kyle City Council on March 4 approved awarding RFQ 2024‑DD04 to the Goodman Corporation and authorized staff to negotiate a contract to prepare a Transportation Master Plan.
Rosie Chulove, director of administrative services, summarized the RFQ scope: project management, data collection, travel demand modeling, review of existing plans, and recommendations for multimodal improvements. "Our goal will be to create a safe and efficient and well connected transportation system for everyone," Chulove said.
Mike Trimble, director of transportation and public works, said the plan will produce prioritized capital projects and phasing guidance to inform future CIP and potential bond programming. Jake Gutekunz of the Goodman Corporation, who will be the project manager if the contract is finalized, said the firm will consider regional coordination and a range of transit and mobility options.
Council members asked about how the consultant will coordinate with city staff, how the study would be priced (the RFQ selection is qualifications‑based; fees will be negotiated and presented with a scope of work), and whether county and regional partners (including Hays County and TxDOT) would be engaged. The council voted unanimously to proceed; staff will negotiate fees and return a contract for council consideration.
