Riverton City Council authorized a negotiated contract with HDR Engineering Inc. for professional services on wastewater treatment plant process upgrades, in the amount of $470,350.
Public Works staff said HDR was the recommended consultant and the negotiated contract had received concurrence from the Wyoming Community Development Authority (WCDA), which will fund the project via grant. The scope includes evaluation and design work for clarifiers, the UV disinfection system and the grit-handling system.
Staff noted the project is 100% grant funded; the city will pay upfront and seek reimbursement from WCDA, which requires certified payroll (Davis-Bacon) and other federal compliance documentation for pay applications. The council approved the selection and the contract and staff said the WCDA reimbursement process typically has a turnaround measured in weeks after proper documentation is submitted.
Council members asked about budgeting and payment timing; staff confirmed the award was included in the FY2025 budget and that reimbursements are processed after certified payrolls and paperwork are submitted.
