Public Works Director Brian Eggleston (recorded by staff) explained that a Level 1 study completed in late 2024 identified gaps in information about well-field performance and system leaks. The Level 2 study would fund more detailed investigation of the well fields and detection of probable leaks using available technologies. The city must submit a $3,000 application fee; the Water Development Commission provides significant cost-share support for awarded studies and the fee is mostly refundable (75% refunded if not selected).
Council approved the resolution by voice vote; staff said the study would identify options and technologies (including remote sensing and field leak detection) and that the city would rely on consultant recommendations for methods and costs if the application is selected for funding.
