Council adopts 2024 ICC building codes with local modifications

Riverton City Council approved Ordinance 25-003 on second reading on March 4 to adopt the 2024 International Code Council (ICC) building codes as required by the state and to preserve local design criteria.
City staff noted the state adopted the 2024 ICC codes and that Wyoming statute (35-9-121) requires municipalities to adopt similar codes within six months to retain local home-rule authority for inspections and plan review. The city's Board of Appeals reviewed the codes on January 21 and recommended adoption; the planning and building staff recommended the council correct a scrivener's error from the first reading.
Staff explained a specific correction: Section R313 (automatic residential fire sprinkler systems for townhouses) had been marked as deleted in the prior ordinance draft but is intended to remain in force. The correction restores R313 language so townhouses will require automatic residential fire sprinklers except where the code allows exceptions for additions or alterations to existing townhouses without sprinklers.
Councilmembers expressed frustration with the state's changes but agreed the local modifications made sense and maintained prior 2021 exceptions. The ordinance passed on second reading with the noted correction; final adoption will follow the regular second/third-reading procedure per municipal code.
