The New Hanover County Planning Board on March 6 recommended approval of a conditional rezoning to allow medical and dental office uses at 2626 Castlehane Road.
Miss May, planning staff, told the board the approximately 0.36-acre site was previously rezoned from residential to conditional community business in 2023 and that the current request would change the property from CZ-CB (conditional community business) to CZ-B1 (conditional neighborhood business) to accommodate a medical and dental office and related limited uses. May said the proposed uses are consistent with the county’s 2016 comprehensive plan ‘‘community mixed use’’ designation and recommended approval with five conditions carried from the existing rezoning.
Applicant John Hennet, representing Eastern Carolinas Commercial Real Estate, said his client, Trinity Health, plans to relocate about 1,000 feet north from its current leased unit and that the proposal involves no changes to the existing site plan approved in 2023. Ben Donaldson, a Trinity Health partner, attended in case of questions but did not provide technical testimony.
The board’s recommendation included findings of consistency with the comprehensive plan and a condition package limiting allowed uses to medical and dental clinics, business/professional offices, instructional services, studios, personal services (excluding tattoo parlors), and restricted retail; requiring the existing driveway be upgraded to a commercial driveway with NCDOT permitting; installing street-yard plantings along Castlehane Road; allowing only monument-style freestanding signs with landscaping at the base (no pole signs); and controlling exterior lighting to prevent glare or spillage onto adjacent properties.
Board members said the request represented an appropriate transition between residential and commercial uses and praised the adaptive reuse of the existing building. A motion recommending approval was made, seconded and carried by voice vote.
Next steps: The board’s recommendation will be forwarded to the New Hanover County Board of Commissioners; the project will be subject to additional technical review if the rezoning is approved by the commissioners.
