Sumner County commissioners debated a proposed donation agreement template for volunteer fire departments and voted to send a revised funding proposal to the budget committee that would restructure nonprofit allocations and provide a uniform annual allocation to volunteer fire stations.
Commissioners voiced concern that the draft contract mischaracterized volunteer departments’ legal status, could create new county liabilities, and did not align with how the county has treated nonprofit donations in the past. The commission discussed four broad models for funding volunteer fire protection — continuing as donation-supported departments, county-directed nonprofit allocations, creating fire tax districts, or a subscription/public‑utility model — and noted tradeoffs among equity, tax impact and sustainability.
Commissioner Chambers moved that the commission reject the contract language and recommend to the budget committee a restructuring of the current nonprofit allocations so that each of the county’s 13 volunteer stations would receive $90,000 a year (a total of $1,170,000). Commissioners noted that the county’s allocation to volunteer departments in the last fiscal cycle rose from about $450,000 to $680,000 (an increase of roughly $230,000) and that some departments operate very old apparatus, a factor cited in the discussion of capital needs and compliance with fire industry standards.
After discussion and an amendment to refer the proposal to the budget committee for review of affordability and tax impacts, the commission voted to forward the recommendation to budget for consideration. The commission also directed staff to remove or revise the draft donation agreement template and to treat future payments consistent with the county’s nonprofit allocation process unless the commission adopts a different funding model.
