Discussion included whether Vanguard could calculate interest on a $500,000 account that commissioners contend had been held in separate accounts over multiple years. Commissioners described one reasonable approach discussed in the meeting: derive an annual rate for each year, convert to a monthly rate and prorate for months outstanding. Several commissioners noted that if the $500,000 had indeed been held separately across the years at issue, calculating interest should be feasible; if the monies had been mixed into a larger pooled account, calculation would be more difficult and could raise legal questions.
No formal vote or litigation action was taken at the meeting; commissioners directed staff to continue communications with Vanguard and return updates to the commission at a future meeting.
