A small number of items were pulled from consent for public discussion and separate votes: the housing navigation hub contract and the increase to Children's Home Shelter funding (see separate article). The most contentious item—an ordinance to lease the lot adjacent to Bishop Dudley Hospitality House and allow city construction of a fence—was deferred to March 4 after extended public comment and council discussion; the related appropriation containing the fence money was approved as part of the supplemental appropriation.
