Council asks internal audit to review all city gifting agreements after Brock House controversy

Following the council’s action on the Brock House collection, the Sioux Falls City Council voted 8-0 to request an immediate review by the Office of Internal Audit of all existing gifting agreements in which the city has agreed to care for or maintain donated property “in perpetuity” or for undefined time periods.
Councilor McCuris, sponsor of the motion, said the review aims to protect philanthropy in the city by clarifying obligations, identifying potential future liabilities and learning lessons to strengthen future gift agreements. Councilors said a focused audit will help the city understand the scale and terms of current gifting commitments and reduce the risk of future surprises.
Audit Committee Chair Councilor Barranco said internal audit staff are prepared to perform the work and estimated about a three-month timeframe for a review and report back to the council; the council approved the request 8-0.
