Private donors pledge up to $2.5 million for McKinnon Park wading pool upgrade; council approves

The Sioux Falls City Council on Tuesday accepted a conditional gift of up to $2,500,000 from donors Pearson and Barb McDowell to fund enhancements to the McKinnon Park wading pool replacement project and approved moving related supplemental appropriations forward for second reading.

Don Kearney, director of Parks and Recreation, told the council the donor’s contribution would fund architectural enhancements, shade structures, irrigation inside the fenced pool area, additional spray features, seating and landscaping, upgraded trash and recycling receptacles, and additional design fees. Kearney said the city’s base project budget for the pool is $4,700,000 and the donor’s contribution would increase total available enhancements by up to $2,500,000; the final gift amount will be based on actual costs after bidding.

The Parks Board recommended approval, and the donor agreement is structured as a conditional gift through the Sioux Falls Area Community Foundation. Kearney said the donor would review and approve the proposed enhancements before the city bids the work. City staff plans to bid in April, start construction in May, and complete the project by May 2026.

Councilors praised the donation and emphasized design features such as shade and historically consistent architectural elements. The council voted to approve the donation as part of the supplemental appropriations package to be finalized at second reading.
