Planning commission recommends county amend comprehensive water and sewer plan to locate new Millington wastewater treatment plant

The Kent County Planning Commission voted to forward a favorable recommendation to the County Commissioners to amend the county’s comprehensive water and sewer plan so the county can construct a new wastewater treatment plant to serve Millington and planned development in the Millington Crossing area.
Staff explained that the current plan identifies the corridor between Millington and U.S. Route 301 as a future growth area and that, after engineering feasibility work, the county determined a new treatment plant is the appropriate option to increase wastewater capacity. The selected site is located off Route 291 (behind a treed area near where a stream passes under the road, near the Food Lion), and the county is negotiating acquisition of approximately five acres for the facility; the access will be provided from a new road developed as part of the Millington Crossing development rather than directly from Route 291.
Staff noted the amendment is consistent with the county comprehensive plan, the land use ordinance and the town of Millington’s recommendation; the town has reviewed the amendment and issued a favorable recommendation. A memo from Public Works with plant sizing, expected capacity and development allocation was attached to the staff packet. Planning commissioners voted to find the proposed amendment consistent with the comprehensive plan and the land use ordinance and to forward a favorable recommendation to the County Commissioners.
Commissioners asked questions about cross‑jurisdictional impacts with nearby Queen Anne’s County properties and whether any intergovernmental agreements would be required if portions of Millington’s growth were to include properties in Queen Anne’s County. Staff said no formal interjurisdictional agreements have been negotiated yet and that any such arrangements would require memoranda of understanding and further discussion between counties. The commission’s motion to recommend the amendment passed unanimously.
