Votes at a glance: minutes, rezoning, water utility support and solicitor licensing

At its March 6 meeting the Lansing City Council recorded votes on multiple ordinances and resolutions. The key outcomes:

- Approval of minutes: The council approved the regular meeting minutes of Feb. 20, 2025 (motion carried; roll call recorded as yes votes).

- Ordinance 11/27 (Ashlet L CHS rezone, Case 2024‑007): Council adopted Ordinance 11/27 to rezone a 0.59‑acre tract from A1 to B2 to allow a lot split and sale to the adjacent property at 1024 South Main. Council members recorded yes votes and the ordinance passed. Staff noted the property is in a floodplain and that the purchaser has graded the lot; any future work will require review by the city’s floodplain manager and compliance with KDHE regulations.

- Resolution B4 20 25 (Leavenworth Water Works BRIC grant letter of support): The council adopted Resolution B4 20 25 to send a letter of support for Leavenworth Water Works’ application to FEMA’s Building Resilient Infrastructure and Communities (BRIC) program. Staff said the southern treatment plant needs major upgrades (staff cited an estimate up to $57,000,000) and that successful BRIC funding would likely reduce projected rate increases (estimated 10%–15% annually over five years absent the grant). The roll call recorded one no vote (Mr. Studnica); the resolution carried.

- Ordinance 11/26 (utility provider solicitor licensing and fees): Council adopted Ordinance 11/26 establishing a six‑month utility provider solicitor license (background check, picture ID) with a $600 fee per six months and limits on the number of solicitors per company. The ordinance passed on roll call.
