The South Lebanon City Council voted to table a request from Tim and Debbie Wilkerson asking to access the city’s sanitary sewer for a property located outside the municipal boundary.
Jerry Haddix, the city administrator, explained the parcel near Route 22 and Zora Road does not touch the city limits and therefore is not contiguous for annexation. He reported the city’s wastewater treatment capacity is approximately 850,000 gallons per day and current usage about 550,000 gallons per day, leaving limited available capacity. "Our capacity at the treatment plant is 850,000 gallon a day. We're currently using about 550," Haddix said while summarizing projections that factor in River Creek Lofts and other approved development.
City staff said allowing noncontiguous properties to connect risks using scarce sewer capacity and would bypass the city’s primary lever for expanding service — annexation. After staff discussion, council chose “no action” and then voted to table the request for further consideration rather than grant access. The council’s action preserves capacity for future contiguous growth and maintains the city’s current annexation policy as the primary route for extending municipal utility service.
The motion to table was made and seconded; the motion carried. Council did not approve any connection or waiver at this meeting; future council or staff action may revisit the request if circumstances change or if the property owners seek annexation.
