Owner begins permit process after mobile home placed without approvals; city declines fines

City staff said mobile homes brought into the city must meet inspection, HUD data-plate and wind-load requirements and that the usual practice is to require permits and inspections before placement. Staff requested fines but the magistrate asked for a code citation authorizing fines in this particular circumstance; the building official said the state allows assessment of certain fees but did not identify a municipal code section for levying a fine specifically for post-placement permits.
Because the owner had come into compliance and staff declined to press for a written order, the magistrate took no further enforcement action. The building official noted the city wishes to deter future unpermitted placements and recommended the city continue to enforce permitting requirements.
