Committee approves technical and program changes bill to support 23‑25 budget; moves bill to full committee

Senate Bill 10, a program-change measure to implement and clarify statutory application of provisions in the 23-25 budget, was adopted as amended by the Capital Construction Subcommittee on March 7, 2025, and moved to the full Ways and Means Committee with a due-pass recommendation.

Staff described five primary changes in the dash-1 amendment: a $10.3 million transfer from the Educator Advancement Fund to the State School Fund to repay school districts for prior inclusion of federal fee-for-estimate forest revenue in state school fund calculations; allowing interest earned in the Oregon Environmental Restoration Fund to be credited to that fund; authorizing Oregon Parks and Recreation Department to expend insurance proceeds for on-site improvements to the Ruble House; extending the sunset for the school stabilization subaccount for wildfire-impacted schools to Dec. 31, 2025 to allow reimbursement through the close of the biennium; and transferring the moderate-income housing predevelopment loan program from the Oregon Facilities Authority to the Network for Affordable Housing under a Housing and Community Services Department grant (with associated budget changes implemented in Senate Bill 5550).

The subcommittee closed public testimony, adopted the dash-1 amendment, and moved Senate Bill 10 to the full committee with a due-pass recommendation. Committee members noted the next Capital Construction meeting on March 21 would be informational with the State Treasurer and Department of Administrative Services on the state's fiscal condition.
