Senator Larson moved to change the bill text so that the lifetime license would be awarded at 25 years rather than the 20-year threshold then under consideration. Multiple senators discussed the trade-offs: some described state-mandated continuing professional education and local in-house training as evidence teachers continue to receive development even if statutory renewal requirements were capped, while others raised concerns about a "slippery slope" for other school professionals. One senator observed, "I would support 25, but I do also, not worry about necessarily the creep ... I wonder if why we would not at the same time make it '25 and make it '25 for all of those professions rather than just 1 of them."
A committee member noted that other licensees regulated by ESPB currently receive lifetime licensure at 30 years. "Chairman, I asked that question of Doctor. Pekaneski and she's there at 30 right now," a senator said during debate. Committee members suggested consulting ESPB if the committee considered extending the change to other license categories.
The committee voted to adopt the amendment changing the threshold to 25 and later voted to give the bill a do-pass recommendation as amended. The clerk recorded affirmative votes from Senators Wabamaw, Axman, Larson, Bosche and Powers on both the amendment roll call and the final motion to advance the bill.
Committee members who spoke in favor of moving forward cited teacher retention and the relative amount of professional development teachers receive from districts and the state. Those who cautioned urged that expanding the change to other professions would require additional consultation with ESPB and the affected professions.
