Board reviews progress on 2023 Standards of Quality prescriptions; next round of proposals due before 2026 session

- Student‑weighted funding: The General Assembly and Governor have initiated study work through a joint subcommittee and allocated incremental funding for ELL and special education supports. VDOE plans an RFP for a consultant to model weighted funding options and will use the results to advise the joint subcommittee.
- Literacy, math acceleration and learning recovery: Substantial state funding (the All In program and other appropriations) has supported high‑intensity tutoring, expansion of the Virginia Literacy Act (VLA), extended‑year grants and math acceleration pilots. VDOE described grants and supports for middle and high school math and high‑quality instructional materials.
- Seat‑time flexibility and work‑based learning: The board’s seat‑time innovation kit and new guidance implement HB 14‑77; the board adopted a CTE work‑based learning definition and integrated it into the 3E readiness framework. The department is coordinating credential definitions with workforce agencies.
- Special education and IEPs: A voluntary statewide IEP (Virginia IEP) has been adopted by 117 of 131 divisions. Additional funding supports further development of the system.
- Teacher pipeline: Multiple legislative actions and new pathways (apprenticeships, iTeach, local eligibility licenses) have been enacted; 51 divisions identified vacancy rates over 3 percent and the department reported active apprenticeship and alternative route activity.
Velasquez asked board members to review the SOQ text and return in September with ideas for any new or revised prescriptions the board should propose to the governor and legislature. The board will transmit any prescriptions it adopts for the 2026 legislative session.
