ZBA grants one-year extension for Chapel Tractor site variances at Loudoun Road

The Concord Zoning Board of Adjustment granted a one‑year extension to variances previously approved for Chapel Tractor at 391 Loudoun Road. The unanimous extension allows the applicant more time to complete required design work and planning‑board processes before beginning construction.
Bridal Cole of Granite Engineering told the board the applicant has submitted materials to city staff and was preparing for an upcoming planning‑board completeness review. Cole said the team has been coordinating with the city engineer and planners on roadway upgrades and design requirements for Breakout Day (Break o Day) and needs another year to finalize construction plans.
A board member who reviewed the application noted the applicant had listed several reasons for the delay on the extension form; the board accepted that the delays were tied to required public‑process steps and voted to grant the one‑year extension to March 1, 2026.
The extension preserves the prior variance approvals, which allow an 8,250‑square‑foot addition and expansions of outdoor storage and associated dimensional relief under prior case numbers. No new conditions were added at the extension hearing beyond adopting the applicant’s proposed findings as the board’s findings of fact.
The applicant was told to continue work with city planning staff to finalize site plans and construction documents.
