Facilities committee backs modest bus-lounge renovation, approves multiple flooring contracts

The East Stroudsburg Area School District Property & Facilities Committee voted to forward a recommendation to the full Board to pursue a renovated bus-lounge plan (called “Option 3”) for the North Bus Garage and approved several flooring contract awards and contractor payments at its Administration Building meeting. The committee also received updates on ongoing capital projects including JM Hill abatement and flooring, Southfield House boiler replacement timing, North Campus stormwater work and a planned Phase 3 scope to address a sinkhole.
The committee’s recommendation on the bus facility directs staff to advance Option 3 — finishing an existing lounge area with insulation, flooring, a ductless heating/cooling unit and a kitchenette — and to return with a follow-up plan (“Option 3a”) for dispatcher workspace. Staff presented five options ranging from a new structure to modular additions; the committee directed staff to take Option 3 to the full Board for approval so work can proceed in the coming months.
Staff member Josh said the district will continue to seek grant offsets for related projects. “My understanding was the grant covers not only the abatement, but actually the replacement of the flooring materials,” Josh said, describing required bid language and grant-crediting provisions for the JM Hill work.
On contracting, the committee moved and approved motions to accept the lowest bidders for multiple school flooring projects and to issue recommended payments to CHA (invoices A–F). Motions were recorded in the meeting and carried by voice vote; the transcript records the outcomes as approved by the committee. Fire-sprinkler replacement work for district facilities remains under design and was described as a two-summer project (this summer and next) with bid-ready documents expected in April.
Committee members also heard brief status updates on the north generator (coordination with the propane supplier) and athletic scoreboards (install frames in place; weather delaying final sign-off). The committee moved Option 3 forward to the full Board and approved the flooring/CHA payment motions during the same meeting; the committee recorded voice votes of “Aye” for those motions.
