School board reviews rezoning recommendation to rebalance elementary enrollments, considers alternate map keeping some walking zones intact

Charlottesville City Schools officials presented a draft rezoning recommendation at a board work session, saying the plan is meant to rebalance enrollments across the division's six elementary schools as a wave of southern housing development brings roughly 400 projected K–5 students into the district.

The proposal, presented by consultant Karen Jackson of Wolpert and division staff, would shift neighborhood boundaries in phases (2027–28 and 2029–30) to reduce severe overcapacity at Summit Elementary and spread students more evenly to Burnley Moran, Greenbrier and Trailblazer. "The primary goal of this rezoning process is to rebalance the school utilizations among the 6 elementary schools into the future," Jackson told the board.

Why it matters: division staff said the southern part of Charlottesville will absorb most new housing and that Summit would face a projected utilization of about 141 percent if changes are not made. Board members emphasized the stakes for equity, walkability and neighborhood continuity as they weighed whether to adopt the January recommendation or a newly surfaced alternative map that would retain a larger walk zone around Burnley Moran.
