District says summer 2025 capital bids came in under plan; natatorium, courts, and structural repairs highlighted

District staff on March 6 told the Facilities Committee that summer 2025 construction bids were competitive and that the package of projects is tracking under the district’s capital plan.

Doug Taylor and project staff summarized bid results for multiple projects. Highlights included Churchill Elementary façade and site fencing, a natatorium dehumidification and UV-control replacement at Council Rock High School North, tennis-court milling and resurfacing, North’s cast-in-place structural repairs around a large curtain-wall window, painting and flooring packages at both high schools, wood gym-floor replacements at North and Holland, and paving projects at Welsh and Holland elementary schools.

Taylor said the Churchill façade and fencing work bid at about $110,009, roughly $58,000 under the original budget estimate. The natatorium project came in higher than earlier planning estimates after staff added scope to relocate a corroding control panel and to replace two roof dehumidification units and add ventilation to remove chloramine gases; staff described the bid as roughly $1.1 million with an increase of about $453,000 over the earlier plan due to the added ventilation and dunnage work.

The tennis-court resurfacing package, which included milling, new asphalt, repainting, new nets and poles and an optional resurfacing of a smaller basketball court, bid at about $879,076 against a $1.0 million planning number. North’s structural repair for the curtain-wall area and associated interior repairs and roof patches was described by staff as significantly higher than the original line item, and the painting/flooring and gym-floor projects arrived close to budgeted figures.

Taylor summarized the program-level picture: the district carried a capital-improvement plan budget of about $6.12 million for the listed summer projects. The bids as evaluated totaled about $5.81 million, and when the district’s contingency and certain allocated line items were considered the package was roughly $115,000 under the district’s $6.0 million target for the group of projects.

Project managers and board members discussed next steps: staff said they would upload detailed bid tabs and contractor references to the district website and supply the board with full bid tabulations in the packet for the upcoming board meeting. Taylor said the district evaluated responsiveness and qualifications before award; for example, a low wood-floor bid was deemed nonresponsive because mandatory insurance and bonding documents were missing and the district solicitor concurred.

Ending: Staff told the committee they would provide the detailed bid tabs, recommended award letters, and schedules to the board in advance of the next board meeting so trustees can consider awards and construction phasing for summer 2025.
