Manager reports Army Corps will revise plans and resume Section 106 review for Groveland floodwall project

Manager Francis provided an update on March 6 about the Groveland (referred to in materials as Grove 1) floodwall project, saying the U.S. Army Corps of Engineers will revise engineering plans and resume the Section 106 review required for projects affecting historic properties.
Francis said the Corps is updating design drawings to reflect direction received from the village and the village engineer, and it will restart the Section 106 process. Village staff has initiated a request for proposal (RFP) process for appraisal firms to support required easements; Assistant Manager Monroe will post the RFP within March, with proposals expected in May and a recommendation to the board anticipated in June.
Manager Francis also said the Corps is waiting for a substantial payment from the village to resume certain tasks; Metropolitan Water Reclamation District (MWRD) approval of its agreement has proceeded and signatures are being finalized so the village can submit its request for payment to the Corps. There is no action required from the board tonight; this was an informational update about schedule and next steps.
