Representative DeBoer, sponsor of the substitute, explained the H‑1 changes: "In the H‑1 substitute, we added a 10‑year sunset set to expire 07/01/2035. We add a requirement that individuals would need to receive at least a 3 GPA on a 4 scale in their underlying degree, and that requirement mirrors the 3 GPA requirement to obtain an interim teaching certificate. And it also limits a local teaching certificate validity to 5 years. It continue to continue serving as a teacher." She also said the substitute would not apply to career and technical education teachers and that locally certified teachers would still need to obtain a teaching certificate from the Michigan Department of Education to continue serving.
A public comment card was read noting opposition from Megan Kite of the Michigan Association of State Universities. No additional public testimony from the Department of Education was recorded; earlier in the hearing the chair said the department declined to testify.
On the motion to adopt the H‑1 substitute, the clerk's roll call recorded nine yeas, zero nays and zero passes and the motion prevailed.
