County rate-study discussion deferred to April; consultant recommended single rate structure

Thurston County staff updated the Solid Waste Advisory Committee on the ongoing solid-waste rate study and said the committee will revisit the recommendation at its April meeting when four additional members expected to be appointed by the Board of County Commissioners can participate.
Jeff, Solid Waste Program Manager, explained that HDR delivered a mid-study presentation the prior month and that the consultant recommended a single, straightforward rate structure as the most sensible and easiest for customers to understand. Jeff said no substantially different alternative structures were included in the consultant's recommendation.
Committee members asked about the date for a board briefing; staff said a work session or briefing of the Board of County Commissioners is planned within the same general window, though a specific date was not fixed. Jeff said the rate-study action item will return to the SWAC agenda in April as an action item should the committee wish to forward a recommendation to the Board of County Commissioners.
Ending note: staff asked committee members to provide comments in the intervening month and confirmed that staff will bring the item back in April for potential committee motion and vote.
