Select Board advances multiple town-meeting articles, including Trailside easement, finance committee bylaw changes and capital bylaw update

At its Jan. 28 meeting the Select Board authorized the town manager to advance several warrant articles to the annual town meeting, including an easement release for Trailside/Bridle Path, a modification to finance committee participation rules, and a change to the capital planning bylaw raising the CIAC review threshold.
The Sudbury Select Board on Jan. 28 voted to advance a group of Select Board-sponsored warrant articles to the town meeting warrant and authorized the town manager to take necessary actions to move them forward. The board acted on multiple items the same night the town manager presented other proposed town-meeting articles.
The board authorized staff to advance a warrant article to release a town easement that crosses privately owned lots behind Trailside Drive and Bridle Path; the easement is no longer needed once the Mass Central Rail Trail (MCRT) is constructed. The board directed staff to canvas the affected property owners in advance of town meeting so the town can report owner responses on the floor.
The board also advanced an article to modify the finance committee structure in the general bylaws, revising a proposed restriction on finance committee membersservice on other town bodies so it would not unintentionally bar required committee cross-membership. The Select Board approved language favored in discussion with town counsel and stakeholders.
In another warrant action the board advanced a capital planning bylaw amendment that would change the CIAC (Capital Improvement Advisory Committee) review threshold for projects from the existing $100,000/one-year or $200,000/multi-year thresholds to a single $500,000 threshold. Town staff said the higher threshold would concentrate CIAC review on larger projects as construction and project costs have risen.
Other items the board moved forward included: - A bylaw change to set Town Meeting start times to 7 p.m. on the first night and subsequent nights, with quorum determinations adjusted correspondingly. - A placeholder/transfer to fund the Sudbury 250 Committee (amount to be determined prior to final warrant publication). - Several manager-initiated articles (pension stabilization fund and an accrued-leave/reserve mechanism) proposed by the town manager for future warrant consideration.
Several of the articles were advanced by motion and passed by roll call. Board members acknowledged that final article language may be refined before the warrant goes to print and that town counsel review and additional outreach (for example to affected Trailside residents) were planned.
