New Kent board approves member initiatives protocol and a calendar change; superintendent to add language to norms

The New Kent County School Board on Feb. 27 voted unanimously to adopt a formal protocol for school board member initiatives and to move one fall meeting date on the board’s 2025 calendar.
The initiative protocol establishes a framework for how an individual board member may bring topics to the board for consideration. Under the protocol discussed at the work session, a member must submit a notice of intent tied to a policy or an identified board duty; the board agreed the clock for that notice begins when a brief description is presented at least 30 days before a regular session. If the board votes to consider the initiative, proponents have an additional period to prepare supporting materials. Board members said the approach is meant to encourage thorough vetting and to keep the agenda manageable if multiple members propose initiatives at once.
Separately, the board approved a one-time calendar change: a regularly scheduled meeting listed for Tuesday, Sept. 16, 2025, will be moved to Tuesday, Sept. 9, 2025, because of a board member scheduling conflict. The clerk will publish the updated calendar.
At the meeting the board clarified expectations for the initiative process: members should identify which policy or board duty the initiative addresses, provide at least one suggested action, and be prepared to do the bulk of initial work on the item. Several members suggested common-sense flexibility — a deadline should be advisory when reasonable, and the board can limit the number of initiatives placed on any single agenda if needed.
The board voted 5-0 on both measures. Following the unanimous votes the superintendent was asked to incorporate the approved initiative protocol language and the visitation regulation directive (from the separate vote) into the division’s norms and regulatory documents and to circulate the consolidated text to the board for review before the next meeting.
