Arlington ISD trustees continue strategic-plan work, schedule community meetings and enter closed session

Arlington ISD Board of Trustees met in a March 4 special workshop to continue discussion on refreshing the district’s mission, vision and belief statements and to finalize plans for community input; the board later went into closed session under the Texas Government Code and took no action before adjourning at 6:31 p.m.

Board trustees and the district’s strategic-planning consultants led a review of priorities adopted for 2024–25 and how those priorities might be carried forward or embedded in a new strategic plan. Consultants told trustees they plan to gather community feedback through multiple meetings and look for common themes across stakeholder groups to inform the district’s final plan.

The discussion focused on three near-term tasks: completing a SWOT (strengths, weaknesses, opportunities, threats) exercise with trustees and later with community groups; mapping vision and mission language that reflects both board direction and community values; and addressing team trust and governance as internal priorities that affect implementation. “We want to make sure that we identify, if we have pockets of bilingual families that we want to include to make sure that they're included in this process,” said Mark Casey, the district’s strategic-planning consultant. The consultant said one staff member is bilingual and available to support outreach to non‑English speakers.

Consultants and trustees said six community meetings are planned, described in the meeting as “3 community meetings on [one March day] and 3 community meetings on [the next March day],” but specific calendar dates were not clearly stated in the transcript. Staff were asked to align those sessions with high school feeder patterns and supply trustees with meeting locations and times. Trustees were invited to attend the sessions as observers; consultants asked that trustees be present “as observers and listeners, not as participants,” to ensure the meetings gathered unmoderated stakeholder feedback.

Trustees also discussed the district’s key progress measures for 2024–25. Consultants noted that some measures were set specifically for this school year and that the board’s broader priorities could remain as long-term pillars in a new strategic plan or be rephrased as supporting tactics depending on what emerges from community input. One trustee raised concern that adopting annual priorities mid-year felt like a lengthy process and asked whether time spent on 2024–25 measures could be lost if future boards adopt different priorities; consultants replied the framework is customizable and that many current priorities can be embedded into the strategic plan even if wording changes.

The board moved into closed session for the remainder of the meeting “pursuant to section 551.074 and 551.071 of the Texas Government Code,” returned to open session at 6:31 p.m., and reported that it took no action while in closed session. There were no formal votes recorded during the public portion of this workshop. The meeting adjourned at 6:31 p.m.

Looking ahead, trustees and staff will use the results of the SWOT work, vision-mapping and community meetings to draft the strategic plan, with consultants gathering and synthesizing themes from trustee, senior-leader and public sessions before returning recommendations to the board for further consideration.
