The Harris County Board of Education reviewed a staff recommendation to award the district's lawn-maintenance contract to Outdoor Detail LLC after a competitive procurement process.
Mister Fisher, a district staff member, said five companies attended the pre-bid meeting and three submitted bids. One bidder was ineligible because they did not supply required paperwork including workers' compensation and liability insurance and a Georgia pesticide application license. "We had 5 companies at the pre bid meeting. 3, presented bids. 1 was not eligible because they didn't present everything we needed. It was mostly at workman's comp and the, liability insurance, they didn't present that with it. They didn't have their Georgia application license for the pesticides and stuff like that," Fisher said.
Fisher said two bids were qualified and staff recommended Outdoor Detail LLC as the vendor that met all requirements. The recommendation includes a standard contract term with an option "to extend that for an additional 3 years" if the district is satisfied with performance, he said.
The board did not take final action at this meeting; the recommendation is scheduled for a vote at the next regular meeting.
Why it matters: Routine grounds maintenance is necessary for daily operations and facilities appearance. The procurement process produced multiple bidders and a staff recommendation; the contract term and extension option determine near-term vendor responsibilities.
Quotes "We had 5 companies at the pre bid meeting. 3, presented bids...We had 2 qualified bids, and that's between the 2. This was the company we recommend," Mister Fisher said.
Ending A vote on the recommended award to Outdoor Detail LLC is scheduled for the board's next regular meeting.
