Planning commission forwards recommendation to add 'dog grooming only' to R&B zone code

The Murray City Planning Commission on March 6, 2025, voted unanimously to forward a recommendation to the city council to add land-use code 8.224 — "dog grooming only" — to section 17.140.02 of the Murray City code for the R&B (Residential Business) zone.
David Rogers, planning staff, told the commission that dog grooming and related animal husbandry services currently sit under the broader land-use listing (8,220 series) but are not permitted in the R&B zone. Rogers said staff reviewed the zone and determined the standalone entry "8.224 dog grooming only" would fit the R&B zone's intent for smaller-scale commercial services that serve nearby residential areas. "Dog grooming is currently not a permitted use in the R and B zone or a conditional use either," Rogers said during his presentation.
Applicant Jorge Cumpa, who operates the mobile business Forever in Style, told commissioners his operation currently runs three mobile grooming vans and has been operating for about 15 months. He said the proposed brick-and-mortar location is at about 192 West Winchester Road near the overpass and that the site is an empty office space with parking. "We currently have...3 vans," Cumpa said. Commissioners asked whether mobile vans would be parked at the site; Cumpa said they would not.
Staff noted that adding the use to the R&B zone would be a citywide text amendment and that affected entities (cities, UDOT and others) were notified; no comments had been received as of the staff report. Staff also explained business-license steps: if the city council approves the text amendment, the applicant would apply for a location-based business license and city code enforcement staff would inspect to confirm requirements are met — the applicant would not need to return to the planning commission for a conditional-use review.
Commissioner Katie Rogers moved to forward a recommendation of approval to the city council; Commissioner Peter Kling seconded. Roll-call votes recorded "yes" votes from Commissioners Rogers, Kling, Hacker, Haristo and Chair Michael Richards.
The commission's recommendation will go to the city council for final action; the council has not yet scheduled a decision at the time of the hearing.
