Richland 1 board debates Vince Ford early-learning contract; reconsideration leaves termination motion without final approval

The Richland 1 School District Board of Commissioners spent substantial portion of its Feb. 25 meeting on the proposed Vince Ford Early Learning Center and the procurement contract tied to its construction. Commissioner Raymond Moore moved to terminate the current construction contract "based on the legal advice and options provided to the board." The motion, seconded by Commissioner Hersey, initially passed 4-2, but a later motion to reconsider led to a revote that tied 3-3 and left the termination without final approval.

The topic drew robust public participation. Dozens of speakers urged either that the district move forward with a purpose-built early-learning facility for Lower Richland or that the board halt the current contract and re-evaluate.
