Special programs proposes full-time school psychologist to expand evaluations and CSE support

Steve Metzger, director of special programs, told the board that private-placement tuition costs had risen in recent years and that the department is proposing to add a full-time school psychologist to the district office to strengthen evaluations and districtwide special-education supports.
Metzger said private-placement tuition rose in 2022–23 and 2023–24 because of staffing and support shortages at BOCES and that recent leadership and changes at BOCES have improved the outlook. He presented the new psychologist as a tool to expand in-district evaluations, assist with IDEA-funded work and reduce reliance on outside private placements.
On costs, Metzger said the district currently encumbers about $71,940 in IDEA 611 for a retired clerical position; a full-time psychologist’s salary was estimated at $64,320 (single insurance) with varying effects depending on insurance enrollment. Metzger said the district considered a psychologist intern but noted supervision requirements and stipend expectations (about $20,000) make the full-time hire a more economical option and would provide greater in-house capacity.
Metzger described the psychologist’s duties as conducting evaluations, supporting clerical compliance work, assisting with professional development and allowing the director and assistant to spend more time in classrooms and program audits. The board did not vote on the hire and will incorporate the proposal and its fiscal implications into the overall 2025–26 budget process.
