Keene awards $416,330 contract for Fairview Street CDBG reconstruction

The Keene City Council voted unanimously March 6 to award the base bid and part of an additive alternate for the 2024 CDBG Fairview Street reconstruction to HD Cooks Rock Solid Inc. for a total contract amount of $416,330.68.
The project is funded in part by a Texas CDBG grant (CDB23-0359) and matching local funds. Development Director Don Martin told the council the scope was shortened from Fourth Street to Third Street to meet the project budget. Ten bids were received; the lowest base bid of the shortened project came from HD Cooks Rock Solid Inc. and the staff recommendation included a modest additive alternate so the city could extend the work roughly 100 feet farther and preserve about $20,000 in contingency.
"The lowest base bid was $365,756.60 from HD Cooks Rock Solid Inc.," Martin said, and he referred council to the engineer's recommendation included in the packet. Staff and the project engineer explained that each roughly 100-foot increment of additional reconstruction would cost about $50,000 to $51,000 and recommended keeping a contingency of approximately $20,000.
Council members asked about timing, the grant contract deadline and whether other utilities or planned work would disrupt the reconstruction. A council member asked whether the nearby Eastern Street construction (gas line upsizing) would affect Fairview; staff said no near-term work was planned for Fairview. The city manager said work should begin within about a month of contract award so the project can be completed over the summer and meet the state's contract end date in February 2026.
Councilmember Foster moved to award the contract as recommended; Councilmember Shaw seconded. The motion passed unanimously by roll call/raised hands. Council members in the affirmative recorded at the vote were Foster, Shaw, Chapman, Gutwa and Mayor Smith.
The council directed staff to finalize contract documents and to return with any final execution items. Construction start will follow contract execution and required preconstruction steps.
